What is the safest voltage that an outlet can put out in an apartment?

My neighbor(attached to us) had an electrical fire last night, when the outlets in my apartment were tested the lowest reading out of a 120 socket was 153…the highest was 178. Does anyone know the highest amount that can legally be put out?
We are a military family living in government housing and they don’t want to move us. We are currently staying in a hotel because of the unsafe conditions after the fire.
